Meeting Minutes

Call to Order

President Stephanie Guerrero called the Budget Hearing to order at 6:00 p.m. Board members present were:Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl.  Absent: Jessica Browning and Matt Wood.

Hearing on the 2026-2027 School District Budget

Jeff Stahl moved and Josh Hilbert seconded the motion to open the hearing on the 2026-2027 school district budget. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Martha Leeper moved and Lori Campbell seconded the motion to close the hearing on the 2026-2027 school district budget. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Hearing Adjourned

Lori Campbell moved and Josh Hilbert seconded that the hearing be adjourned at 6:01 p.m. All voted in favor. Motion carried.

President Stephanie Guerrero called the September meeting to order at 6:05 p.m.  Board members present were: Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl. Absent: Jessica Browning and Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyli Burge, Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer, and Sangamon Valley Primary Principal Bethany Wellbaum.

Pledge to the Flag

Ms. Wellbaum led the group in the Pledge of Allegiance.

Consent Agenda

Josh Hilbert moved and Martha Leeper seconded the motion to approve the consent agenda as presented. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

IASB Update

Stephanie Guerrero presented the IASB update to the Board.

Building Reports

Principals presented building reports to the Board.

Superintendent’s Report

Dr. Field discussed the following items with the Board: 

  • FOIA requests

  • Facilities Update

    • Lighting Projects SVHS/SVIS/SVMS

    • Bus Barn update

  • Updated Enrollment Report FY27

District Budget

Jeff Stahl moved and Josh Hilbert seconded the motion to approve the 2026-27 school district budget as presented.  Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Closed Session Audio Recordings

Martha Leeper moved and Lori Campbell seconded the motion to destroy all closed session audio recordings before April 2025. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper,  and Jeff Stahl.  All voted in favor. Motion carried.

School Maintenance Grant

Lori Campbell moved and Jeff Stahl seconded the motion to allow the superintendent to apply for the FY26 School Maintenance Grant for the amount of $50,000 for various projects throughout the district during the summer of 2027.  Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Lift Van Purchase

Jeff Stahl moved and Lori Campbell seconded the motion to purchase a 2020 Ford Transit Lift Van from Midwest Transit Equipment for an amount not to exceed $55,000. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Activity Bus Purchase

Martha Leeper moved and Josh Hilbert seconded the motion to purchase a 2017 Chevrolet/Starcraft activity bus from Midwest Transit Equipment for an amount not to exceed $36,000.  Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Community Halloween Party

Josh Hilbert moved and Jeff Stahl seconded the motion to allow the Village of Illiopolis to hold its Community Halloween Party in the old gym at the middle school on October 24, 2026. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Mower Purchase

Martha Leeper moved and Jeff Stahl seconded the motion to purchase a 2026 John Deere zero-turn mower from AHW for an amount not to exceed $19,000. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Executive Session

Lori Campbell moved and Josh Hilbert seconded the motion to enter closed session for the reasons stated on the agenda at 6:24 p.m. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Closed Session Adjournment

Jeff Stahl moved and Lori Campbell seconded the motion to re-enter open session at 6:46 p.m. All voted in favor. Motion carried.

Closed Session Minutes

Josh Hilbert moved and Lori Campbell seconded the motion to accept the closed session minutes as read in closed session. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried.

Employment

Jeff Stahl moved and Josh Hilbert seconded the motion to employ James Marksberry as HS Asst Girls Basketball Coach effective immediately. Roll Call vote: Ayes-Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor. Motion carried. 

The next Regular Meeting is scheduled for October 21, 2026 at 6:00 p.m.

Adjournment

Jeff Stahl moved and Josh Hilbert seconded the motion that the meeting be adjourned at 6:48 p.m.  All voted in favor. Motion carried.
