Call to Order
President Stephanie Guerrero called the May meeting to order at 6:00 p.m. Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood.
Administration
Also present: Superintendent Jonathan Field, SVP Principal Bethany Wellbaum, SVI Principal Kristina Sommer, SVMS Principal Jonathan Downing, and SVHS Principal Kyline Burge.

Mr. Downing led the group in the Pledge of Allegiance.

Kendall King from Kings Financial Consulting discussed the working cash bond proposal.

Matt Wood moved and Josh Hilbert seconded the motion to waive a second reading of presented changes to the Board of Education policies as presented. FMLA Policy
Martha Leeper moved and Lori Campbell seconded the motion to adopt presented changes to the Board of Education FMLA policy as presented. Press Policy Update

Amended District Budget
Jessica Browning moved and Martha Leeper seconded the motion to accept the tentative FY26 Amended District Budget as presented. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Amended District Budget Hearing
Lori Campbell moved and Jessica Browning seconded the motion to set the hearing for the FY26 Amended District Budget as part of the regular board meeting on June 17, 2026 at 6:00pm. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Food Service Contract
Jeff Stahl moved and Stephanie Guerrero seconded the motion to renew food service contract with Aramark for the 2026-2027 school year as presented. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Health Insurance
Jessica Browning moved and Josh Hilbert seconded the motion to approve the bid for health insurance for the 2026-2027 school year from Blue Cross Blue Shield of Illinois for the amount of $938.56 per employee per month. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
IASB Annual Conference
Jessica Browning moved and Matt Wood seconded the motion to approve members of the Board of Education to attend the IASB Annual Conference November 20-22, 2026. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
District Auditors
Stephanie Guerrero moved and Lori Campbell seconded the motion to hire Kerber, Eck and Brackel as our auditors for the 2026-2027 school year for a cost not to exceed $32,750. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Dunn Company
Matt Wood moved and Lori Campbell seconded the motion to award a bid to Dunn Co for parking lot rehabilitation and replacement at SVPS at a cost to the district not to exceed $111,396.30. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Hutchins Excavating
Stephanie Guerrero moved and Lori Campbell seconded the motion to award a bid to Hutchins Excavating to install a concrete playground curb at SVPS at a cost to the district not to exceed $11,000. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Macon-Piatt Alternative Education
Jessica Browning moved and Jeff Stahl seconded the motion to approve Intergovernmental Agreement with the Macon-Piatt Regional Office of Education to provide safe school (Milligan Academy), truant alternative/optional education (Futures Unlimited), and the Option Three Alternative Program for the 2026-2027 school year. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Macon-Piatt Alternative Education
Lori Campbell moved and Jessica Browning seconded the motion to approve the Intergovernmental Agreement with the Macon-Piatt Regional Office of Education to provide ALOP (Impact) Program for the 2026-2027 school year. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.
Working Cash Fund Bonds
Martha Leeper moved and Matt Wood seconded the motion to approve a resolution of intent to issue $1,540,000 Working Cash Fund Bonds to increase the District’s working cash fund. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Martha Leeper, Jeff Stahl and Matt Wood. Nay- Josh Hilbert. Motion carried.
Closed Session
Matt Wood moved and Josh Hilbert seconded the motion to enter closed session at 6:59 p.m. for the reasons stated on the agenda. Roll call vote: Ayes- Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl and Matt Wood. All voted in favor. Motion carried.

Jeff Stahl moved and Lori Campbell seconded the motion to accept the resignation of Nicole Christison as MS/HS Art teacher effective at the end of the 2025-2026 school year. Josh Hilbert moved and Jessica Browning seconded the motion to accept the resignation of Susan Hagan as Middle School Assistant Scholastic Bowl Coach effective immediately.
