Meeting Minutes

Call to Order

President Stephanie Guerrero called the Amended Budget Hearing to order at 6:00 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. 

Administration

Also present: Superintendent Jonathan Field and SVHS Principal Kyli Burge.

Amended Budget Hearing

Matt Wood moved and Jeff Stahl seconded the motion to open the hearing on the amended 2025-2026 school district budget. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Josh Hilbert moved and Matt Wood seconded the motion to close the hearing on the amended 2025-2026 school district budget.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Hearing Adjournment

Matt Wood moved and Jessica Browning seconded the motion that the hearing be adjourned at 6:02 p.m. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Roll Call

President Stephanie Guerrero recognized and welcomed the visitors.  Visitor present was: Gretchen Cromwell.

Consent Agenda

Jessica Browning moved and Lori Campbell seconded the motion to approve the consent agenda as presented. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

IASB Report

President Stephanie Guerrero presented the IASB Report.

Building Report

Mrs. Burge presented a building report.

Board Policies

Martha Leeper moved and Stephanie Guerrero seconded the motion to waive second reading of presented changes to the board of education policies as presented.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Board Policy

Josh Hilbert moved and Jessica Browning seconded the motion to adopt presented changes to the board of education Sick Days, Vacation, holidays, and Leaves policy 5:330 as presented.   Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Student Transportation

Jessica Browning moved and Lori Campbell seconded the motion to accept the Resolution for Student Transportation Safety Hazard for the 2026-2027 school year.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

District Budget

Matt Wood moved and Jeff Stahl seconded the motion to adopt the amended FY26 Amended District Budget as presented.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Insurance

Jessica Browning moved and Martha Leeper seconded the motion to approve the renewal of Commercial Insurance policies with American Central Insurance for the 2026-2027 school year as presented.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Fee Schedule

Matt Wood moved and Jessica Browning seconded the motion to approve the Fee Schedule for the 2026-2027 school year as presented.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Substitute Teacher

Matt Wood moved and Martha Leeper seconded the motion to increase the substitute teacher pay to $130 per day starting the 2026-2027 school year.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Bus Purchase

Matt Wood moved and Josh Hilbert seconded the motion to purchase a 2018 white school activity bus from MTE for $85,195.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Bus Lease

Josh Hilbert moved and Jeff Stahl seconded the motion to enter into a three year lease agreement with MTE for seven buses starting the 2026-2027 school year as presented.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Sentinel

The Board discussed the Sentinel subscription renewal.  No motion was made and no formal action was taken.

Executive Session

Jeff Stahl moved and Matt Wood seconded the motion to enter closed session at 6:45 p.m. for the reasons stated on the agenda.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Closed Session Adjournment

Jessica Browning moved and Josh Hilbert seconded the motion to re-enter open session at 7:09 p.m. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Closed Session Minutes

Josh Hilbert moved and Matt Wood seconded the motion to accept the closed session minutes as read in closed session. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Resignation

Jessica Browning moved and Lori Campbed seconded the motion to accept the resignation of Holly Russell as at-will benefited bus driver effective May 18, 2026. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Resignation

Jessica Browning moved and Jeff Stahl seconded the motion to accept the resignation of Fred Book as at-will benefited bus driver effective June 4, 2026.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Josh Hilbert moved and Lori Campbell seconded the motion to employ Dean Cyrulik as an at-will benefited maintenance worker effective immediately. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Matt Wood moved and Jessica Browning seconded the motion to employ Azlyn Faust as an at-will benefited paraprofessional effective the beginning of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Jeff Stahl moved and Matt Wood seconded the motion to employ Ashley Gwin as an at-will benefited paraprofessional effective the beginning of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Josh Hilbert moved and Lori Campbell seconded the motion to employ Grace Groves as an Art Teacher effective the beginning of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl. Abstain: Matt Wood. All voted in favor.  Motion carried.

Employment

Jessica Browning moved and Stephanie Guerrero seconded the motion to employ Kari Contreras as an at-will benefited bus driver effective the beginning of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

The next regular meeting is scheduled for July 15, 2026 at 6:00 p.m.
