Meeting Minutes

Call to Order

President Stephanie Guerrero called the March meeting to order at 6:00 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyline Burge,Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer,  and Sangamon Valley Primary Principal Bethany Wellbaum.

Pledge to the Flag

Mr. Downing led the group in the Pledge of Allegiance.

Visitors

President Stephanie Guerrero recognized and welcomed the visitors.  Visitors present were: Mikala Binge, Paje Hopkins, Angie Danzeisen, Katelyn Bledsaw, Sarah VanKirkley, Carrie Bone. 

Sarah VanKirkley and Angie Danzeisen addressed the Board.

Closed Session

Josh Hilbert moved and Matt Wood seconded the motion to enter closed session at 6:11 p.m. for the reasons stated on the agenda. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Adjournment

Matt Wood moved and Josh Hilbert seconded the motion to re-enter open session at 6:45 p.m.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Minutes

Lori Campbell moved and Jessica Browning seconded the motion to accept the closed session minutes as read in closed session.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Termination

Jeff Stahl moved and Josh Hilbert seconded the motion to terminate Jeff Lahniers as an at-will bus monitor effective immediately. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Matt Wood moved and Josh Hilbert seconded the motion to employ Kim Fleck as Assistant Middle School Track Coach effective immediately. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Matt Wood moved and Jessica Browning seconded the motion to employ Brady Stone as Assistant Middle School Track Coach effective immediately. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Lori Campbell moved and Josh Hilbert seconded the motion to employ Jaeger Hill as Assistant High School Football Coach effective immediately. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Matt Wood moved and Jessica Browning seconded the motion to employ Zoey Clem as Special Education Teacher effective at the start of the 2026-2027 school year, pending certification. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Lori Campbell moved and Matt Wood seconded the motion to employ Skyler Davis as an Elementary Teacher effective the start of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Collective Bargaining Agreement

Martha Leeper moved and Josh Hilbert seconded the motion to approve the Collective Bargaining Agreement with SVEA for the 2026-2027, 2027-2028, 2028-2029, 2029-2030 school years. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Consent Agenda

Matt Wood moved and Jessica Browning seconded the motion to approve the consent agenda as presented. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

IASB Update

Stephanie Guerrero presented the Board with an IASB update.

IHSA Membership

Jessica Browning moved and Matt Wood seconded the motion to approve the renewal of the IHSA Membership for the 2026-2027 school year at no cost to the district. All voted in favor. Motion carried.

SVP Playground

Martha Leeper moved and Jeff Stahl seconded the motion to accept a proposal for Sangamon Valley Primary School playground from Play and Park Structures through the Omnia purchasing cooperative as presented for a price not to exceed $203,804.46.  Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Board Meeting Schedule

Josh Hilbert moved and Matt Wood second the motion to adopt the board meeting schedule FY 2026-2027 as presented. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Bus Barn

Josh Hilbert moved and Matt Wood seconded the motion to approve the change order from Bodine for the bus barn project not to exceed $34,894.00.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Niantic Lighting

Lori Campbell moved and Josh Hilbert seconded the motion to approve the lighting project proposal for the Niantic campus from ACES lighting not to exceed $45,010.00.  Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Illiopolis Lighting

Matt Wood moved and Stephanie Guerrero seconded the motion to approve the lighting project proposal for the Illiopolis campus from ACES lighting not to exceed $31,360.00. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Harristown Lighting

Josh Hilbert moved and Martha Leeper seconded the motion to approve the lighting project proposal for the Harristown campus from ACES lighting not to exceed $8,560.00.  Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Illiopolis Intercom Bell System

Jeff Stahl moved and Jessica Browning seconded the motion to adopt a resolution for the replacement of the intercom bell system at the Illiopolis campus for $41,062.00 using the Fire Prevention and Safety Fund. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

SV Youth League

Lori Campbell moved and Josh Hilbert seconded the motion to allow Sangamon Valley Youth League to use the district facilities for practice and games as presented, pending completion of district facilities-use request and proof of insurance. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Illiopolis Community Service Club

Josh Hilbert moved and Stephanie Guerrero seconded the motion to allow Illiopolis Community Service Club to use the district facilities for townwide rummage sale and vendor sales as presented, pending completion of district facilities-use request and proof of insurance. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

The next Regular Meeting is scheduled for April 15, 2026 at 6:00 p.m.

Adjournment

Jeff Stahl moved and Matt Wood seconded the motion that the meeting be adjourned at 7:41 p.m.  All voted in favor.  Motion carried.
