Regular Meeting Minutes

Call to Order

President Stephanie Guerrero called the February meeting to order at 6:00 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyline Burge,Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer,  and Sangamon Valley Primary Principal Bethany Wellbaum.

Pledge to the Flag

Mrs. Sommer led the group in the Pledge of Allegiance.

Visitors

President Stephanie Guerrero recognized and welcomed the visitors.  Visitors present were: Kenneth Eller, Mike Staab, Diana Staab, Sarah VanKirkley, Beverly VanRheeden, Marty Watkins, David Mahaffey, Becky Mahaffey, Sydney Mahaffey, Angie Danzeisen, Mikala Binge, Paje Hopkins, Jennifer O’Brian, Melissa Shields, Jill Force, Connie Gambrill, Larry Griger, Amy Webb, Donhavan Webb, Teresa Muir, Keenon O’Neill, Kenneth Browning, Nathan Doty, Jenna Doty, Corbin Franklin, Samantha Baker,  Jeffrey Bracco, Tom Leeper, Jenna Doty and Nathan Doty. 

Kenneth Eller, Sarah VanKirkley, and Corbin Franklin addressed the Board.

Closed Session

Josh Hilbert moved and Matt Wood seconded the motion to enter closed session at 6:17 p.m. for the reasons stated on the agenda. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Adjournment

Jeff Stahl moved and Martha Leeper seconded the motion to re-enter open session at 8:20 p.m.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Closed Session Minutes

Jeff Stahl moved and Lori Campbell seconded the motion to accept the closed session minutes as read in closed session.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Resignation

Josh Hilbert moved and Jessica Browning seconded the motion to accept the resignation of Bobbi Gilbert effective February 27, 2026.  Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Employment

Lori Campbell moved and Jessica Browning seconded the motion to employ Trisha Hildebrandt as Middle School Track Coach effective immediately. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Matt Wood moved and Josh Hilbert seconded the motion to employ Samantha West as a full-time at-will benefitted paraprofessional effective at the beginning of the 2026-2027 school year. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

Consent Agenda

Jessica Browning moved and Lori Campbell seconded the motion to approve the consent agenda as presented. Roll call vote: Ayes-Jessica Browning, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor.  Motion carried.

IASB Update

Stephanie Guerrero presented the Board with an IASB update.

Principals’ Report

Building Principals presented updates to the Board.

Superintendent’s Report

Dr. Field discussed the following items with the Board:

  • FOIA Requests

  • SVPS Parking Lot Project

  • SVPS Playground Update

  • Bus Barn Update

  • Decatur Downs Racino Update

  • Ameren Incentives Update

Middle School Band Trip

Jeff Stahl moved and Jessica Browning seconded the motion to approve Middle School Band Trip to Six Flags in Gurnee, IL May 126, 2016. Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Dunn Company

Josh Hilbert moved and Jessica Browning seconded the motion to accept the bid from Dunn Company not to exceed $26,455.00 for the resealing and restoration of the asphalt pad at the Illiopolis campus. Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Bus Barn

Jeff Stahl moved and Matt Wood seconded the motion to approve the change order from Fed Serve LLC for the bus barn project not to exceed $26,769.00.  Roll call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

The next Regular Meeting is scheduled for March 18, 2026 at 6:00 p.m.

Adjournment

Josh Hilbert moved and Matt Wood seconded the motion that the meeting be adjourned at 8:39 p.m.  All voted in favor.  Motion carried.
