Meeting Minutes

Call to Order

President Stephanie Guerrero called the November meeting to order at 6:00 p.m.  Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl. Absent: Matt Wood.

Administration

Also present: Superintendent Jonathan Field, Sangamon Valley High School Principal Kyline Burge, Sangamon Valley Middle School Principal Jonathan Downing, Sangamon Valley Intermediate School Principal Kristina Sommer, and Sangamon Valley Primary Principal Bethany Wellbaum.

Pledge to the Flag

Mrs. Sommer led the group in the Pledge of Allegiance.

Visitors

President Stephanie Guerrero recognized and welcomed the visitors.  Visitors present were Gretchen Cromwell, Cody Cromwell, Keith Hildebrandt, Benjamin Doty, and Terri Doty.

Benjamin Doty addressed the Board regarding an E-Sports Proposal.

Closed Session

Jessica Browning moved and Josh Hilbert seconded the motion to enter closed session at 6:05 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Closed Session Adjournment

Jeff Stahl moved and Lori Campbell seconded the motion to re-enter open session at 6:52 p.m.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Closed Session Minutes

Josh Hilbert moved and Lori Campbelll seconded the motion to accept the closed session minutes as read in closed session.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Resignation

Jeff Stahl moved and Jessica Browning seconded the motion to accept the resignation of James Ellis as an at-will bus driver effective October 27, 2025.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Employment

Lori Campbell moved and Josh Hilbert seconded the motion to employ Shelly Schall as Middle School Head Volleyball Coach for the 2025-2026 season. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Employment

Jessica Browning moved and Jeff Stahl seconded the motion to employ Elisabeth Conway as an at-will benefited bus driver effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Jessica Browning moved and Josh Hilbert seconded the motion to employ Alisa Willey as an at-will non-benefited bus driver effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Jessica Browning moved and Lori Campbell seconded the motion to employ Stacey Hancock as an at-will non-benefited bus driver effective immediately.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Josh Hilbert moved and Lori Campbell seconded the motion to employ Kyli Burge as Middle School Assistant Volleyball Coach. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Jeff Stahl moved and Jessica Browning seconded the motion to employ Deana Moore as High School Musical Director. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Stephanie Guerrero moved and Jeff Stahl seconded the motion to employ John Gorecki as Assistant High School Musical Director. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Consent Agenda

Jessica Browning moved and Josh Hilbert seconded the motion to approve the consent agenda as presented.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

IASB Update

Stephanie Guerrero presented the Board with an IASB update.

Principals’ Report

Building Principals discussed the FY26 School Improvement Plans.

Superintendent’s Report

Dr. Field discussed the following items with the Board:

  • IL Report Card 2025: ISBE Summative Designations

  • Racino Update

  • Bus Facility Update

  • Collective Bargaining Agreement negotiations set

  • Ag Department Welding Lab Renovation

Tax Levy

Jeff Stahl moved and Stephanie Guerrero seconded the motion to adopt a resolution regarding the estimated amounts for the tentative District tax levy for 2025 payable 2026 as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Truth in Taxation Hearing

Josh Hilbert moved and Lori Campbell seconded the motion to set the hearing for the FY26 Truth in Taxation as part of the regular board meeting on December 17, 2025 and 6:00 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Tax Levy

Jessica Browning moved and Josh Hilbert seconded the motion to adopt the resolution abating the taxes levied in 2025 for the year 2026 to pay debt service on the General Obligation School Bonds (Alternative Revenue Source, Series 2019B), of Community Unit School District Number 9, located in Macon, Sangamon, and Christian Counties, Illinois.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Nania Energy

Jeff Stahl moved and Josh Hilbert seconded the motion to enter into a 3-year agreement with Nexamp for community solar through Nainia Energy. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

HS E-Sports

Jessica Browning moved and Josh Hilbert seconded the motion to approve the formation of a Sangamon Valley High School E-Sports team at a cost not to exceed $1,000.  Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl.  All voted in favor.  Motion carried.

Next Regular Meeting is scheduled for December 17, 2025 at 6:05 p.m. immediately following the Truth in Taxation Hearing at 6:00 p.m.

Adjournment

Josh Hilbert moved and Lori Campbell seconded the motion that the meeting be adjourned at 7:23 p.m.  All voted in favor.  Motion carried.
