March 1, 2018 Special Meeting

Call to Order

President Stephanie Guerrero called the special March meeting to order at 6:00 p.m.  Board members present were: Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent.

Administration

Also present: Superintendent Bob Meadows, Sangamon Valley High School principal Jonathan Field, and Sangamon Valley East Elementary principal Valerie Janvrin.

Appoint Hearing Officer

Martha Leeper moved and Cynthia Ervin seconded the motion to appoint Stephanie Guerrero as hearing officer for student discipline hearing. All voted in favor.  Motion carried.

Executive Session

Jeff Stahl moved and James Kent seconded the motion to enter into closed session at 6:01 p.m. for the reasons stated on the agenda. Roll call vote: Ayes- Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent. All voted in favor.  Motion carried.

Closed Session Adjournment

Erech Pierson moved and Jeff Stahl seconded the motion to reenter open session at 8:41 p.m. Roll call vote: Ayes- Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent. All voted in favor.  Motion carried.

Termination Hearing

Martha Leeper moved and Erech Pierson seconded the motion to table the termination hearing of an at-will employee. Roll call vote: Ayes- Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent. All voted in favor.  Motion carried.

Student Discipline Student SV2018-1

Erech Pierson moved and Jeff Stahl seconded the motion to expel student #SV2018-1 for two years from March 1, 2018 to February 28, 2020, based on the preponderance of the evidence presented in the expulsion hearing and based on the Board’s determination that the student engaged in egregious conduct, that the student’s continued presence at the school poses a threat to school safety of other students and staff and substantially disrupts the operations of the school.  The Board further finds that given the severity of the student’s gross misconduct, there are no other appropriate disciplinary interventions available and that the presence of the student at school will foster a culture that the student’s behavior is acceptable or tolerated.  The expulsion shall be held in abeyance and the student will enroll in an alternative school during the period of his expulsion.  If the student complies with the following conditions, the student may request to return to the Sangamon Valley School District at the start of the 2018/2019 school year.

1.)   The parents enroll the student, at their cost, in a counseling program and the student receives counseling services from a licensed counselor.

2.)   The student complies with all recommendations from the counselor and successfully participates in the counseling program. 

3.)   The parents agree to give permission to the counselor to discuss the student’s progress with school officials.

4.)   The counselor provides a written statement that the student does not pose a threat to himself or others.

5.)   The student attends and obtains passing grades at the alternative school.

6.)   The student does not engage in any misconducts or rule violations while attending the alternative school.

7.)   Upon the student’s compliance with the above, the board will consider allowing the student to return to Sangamon Valley School District at the start of the 2018/2019 school year.

Roll call vote: Ayes- Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent. All voted in favor.  Motion carried.

Student Discipline Student SV2018-2

Cynthia Ervin moved and Erech Pierson seconded the motion to expel Student #SV2018-2 for two years from March 1, 2018 to February 28, 2020, based on the preponderance of the evidence presented in the expulsion hearing and based on the Board’s determination that the student engaged in egregious conduct, that the student’s continued presence at the school poses a threat to school safety of other students and staff and substantially disrupts the operations of the school.  The Board further finds that given the severity of the student’s gross misconduct, there are no other appropriate disciplinary interventions available and that the presence of the student at school will foster a culture that the student’s behavior is acceptable or tolerated. The expulsion shall be held in abeyance only upon the guardian’s submission of a written report from a licensed psychiatrist that confirms the student does not pose a risk of harm or injury to himself or others, and upon submission of that report to the District, the student will have the opportunity to apply for enrollment in an alternative school during the period of expulsion, provided space is available and the school accepts the student’s enrollment request. Roll call vote: Ayes- Stephanie Guerrero, Cynthia Ervin, Jeff Stahl, Martha Leeper, Erech Pierson, Glenda Weldy, and James Kent. All voted in favor.  Motion carried.

Jeff Stahl moved and Cynthia Ervin seconded the motion that the meeting be adjourned at 8:47 p.m. All voted in favor. Motion carried.

The next regular meeting is scheduled for Wednesday, March 21, 2018 at 6:00 p.m.
